The first website had explained the action that the U.S. had created tension with Japan by restricted trade with them.
That is the action that created tension with Japan and they ultimately ended up breaking that rule.
The second website had explained that Japan had created tension with the U.S. by sending messages that appeared to be warnings before the attack on Pearl Harbor. It explained how President Franklin knew that there was an attack coming because of those but when Pearl Harbor hit and he got notification of how many people were killed he was described as white as a ghost.
The third website had just summed up what the other two websites had said.
